Summary0017082: Too many combatants per incident
DescriptionTo me most incidents that happen across the map are just a blur.
The fact that almost everybody is involved in every incident makes them rather samey to me - not at all the exploitable feuds that I imagined when you first described them.

Also taking part in any incident is fairly out of question if you are on the bad side of half the Planet afterwards...

Maybe limit the number of recipients to 2 by default?

* Races choose to join incidents based on a variety of factors. Previously it was way too likely for them to want to join, however. Now they are 1/10th as likely to join an incident in progress. We'll see how this plays out, if that's enough of a reduction.
