Air Cargo Bay or Teleporter + Civic Center = New City Your problem is the second city is surrounded by jungle, but has no power to place it. The tooltip when you try to place actually says this too. To get around it you can either go to your main city and then terraform the jungle to flat ground. Or just build buildings in the second city using your first. It looks like the ownership of a tile is decided by proximity or touching borders. I was able to place tiles using the main city and they then integrated with the little city. |

oh, ok. that makes sense. as for how i built it, i placed a helipad, then the city center onto it. |

Fixed up several things relating to this a bit ago, as it was darn confusing! |
