Not sure the two are related, really... Anyway, the attrition emitter is already captured on planet ownership change, and it's very weak (both in health and in effect), so there's not much of an issue if you ask me. But yeah, for the sake of completion (no other building is reclaimable, if memory serves) it would be a nice addition.

Yeah I only marked it as related because if they're made stronger, this is very easily exploitable to get an advantage when taking an AI system with one in.
Plus if it's being buffed it's probably trivial to add immunity to reclamation at the same time.
