I've noticed this as well (after seeing DakaSha's thread on the topic). It seems to be a new issue in 4.028, it affects all map sizes, and it's very easy to reproduce (just generate a few maps with fog of war off). |

Something is amiss with map gen - even with LotS disabled map seed used for my previous game gives completely different map. And if you start it with full visibility there are only core worlds + neighbors as high mark plus few Mk III planets. Rest is Mk II. |
