The Major Necropolis nextdoor isn't building ships for the fleet, either. It seems like Shipyards and the Phylactery are the only things that can build ships right now, despite the tooltip for the Major/Defensive/Minor Necropoleis claiming that they can do so. |

When I load this game, fleet Shadar Logoth is Crippled, so nothing can be built for it |
