If we pursue this route, it might be best to have these trigger based on the AIP reduction

e.g., starting at 50 AIP reduction, one exotier unit every 10 AIP reduced

Having thought about this, I really don't think this is necessary. I think the volume it throws at the player is *plenty*, to the point where when you start losing, you're going to lose more *fast*. I can see that being a thing if it was a 'flipping out due to negative hacking points' situation, but since AI War 2 just cuts off the hack if you run out of points, I would mildly lean against here.
