Description | Overlords and lieutenants, as the source of the "oppression" in the world (which is symbolized by the windstorms), should generate non-removable windstorms in a small area around their tiles (probably a slightly larger area for the overlord). Maybe combine that with a high-level guardian power that removes the windstorms generated by lieutenants for a certain duration, and then have killing all the lieutenants remove or weaken the windstorm around the overlord (maybe making it vulnerable to a similar guardian power? | ||||
