| Description | I think this bug is in a long time - it's not possible to gift planets or stations that are work in progress. Even if it's a basic station that should be giftable. | ||||

Pretty sure that units under construction are unable to be gifted. I also seem to remember the game used to crash when this was enabled. |

I concur with iob. I've also been unable to give a fully operational command station to an ally: I could click the Give icon and select his name, but nothing happened. |

I would say make sure the receiving player also has the appropriate command station unlocked, but according to the OP, you already checked for that. I remember players being able to do this in the past, so this would be a bug, not a design decision. |
