For the AI, yes. For you they are probably capped at 2. If you don't like that, it's a balance issue, not a bug. (Or so I think) |

Sorry, my notes were misleading. No player caps are per-planet. The caps for the players are simply that: 2 overall. |

Exactly. :) You can still use these guys on offense, but you'll want the fixed stuff for defense. |
