Summary	0005639: Make residential and a storage tower scroll available from start.
Description	As it is now residential and a storage tower scroll are very hard to come by. This has already been lifted in the forum and confirmed by Keith: http://www.arcengames.com/forums/index.php/topic,9768.msg91202.html#msg91202 As it is now it feels like this leads to a double gating mechanism, that doesn't add anything to game play. Similar to why you did away with profession books, first you need to find the scroll then the resources for the actual construction. For the other scrolls I think this is fine, but not for the RAST scroll, as all other guardian powers are dependent on it. I there for suggests that the RAST scroll should be available in the settlement from the beginning on each continent so that you only need to find the resources for its construction.

Your first goal is to get the RAST up, and that requires some activities, but it's true that you can't do any other guardian powers until then -- that's fine.
