Description | The time unit cost for exploration is per tile, but the cost in shard is per explore action. Before time units, this made it much cheaper to explore with Explorers. Now they cost the same as everyone else, but can just do more exploring per turn. Additionally, the way exploration happens at the moment, you usually end up with lots of little one-tile regions to explore, which is expensive in shards. A per-tile shard cost would remove this problem, even if it's constant across Explorers and normal settlers. | ||||

Yea, this is another reason to make scouting always 1-tile, and I can just balance the resource cost against that rather than have the fiddliness of getting it to properly tell you how much will _actually_ be spent and actually be scouted, etc, etc. |
