This is working as intended I think, let me find the email where Chris told me the details on this.

Found it:
"I checked, and the formula is percentChanceOfBook = 80 + ( regionLevelDifferential * 5 ); Region level differential is your the chunk level minus your civ level. So if you explore equal levels, there should be an 80% chance, or if you explore 4 levels up it should be 100%. If you explore down, it gets lower chance." |

Oh, also, have you unlocked everything already? You won't be finding any books if there is nothing for you to unlock. |

It's not quite working as intended. As intended is that it would be harder to find books at a lower level, but I'm finding that it's impossible. I'm not entirely sure that this isn't a good thing. But Chris wanted a reminder to look into this, so here it is.
Also, I'm certain that I don't have everything unlocked. There are a few spells (such as teleport) that I don't have. |

Hm, okay, if I didn't have everything unlocked I'd check this out more. I also agree that this might not be a bad thing, I mean it feels cheap being able to visit rare commodity towers that are 10+ levels below you to get memory crystals. Actually this gives me an idea for a suggestion. |

I just found a book in a level 1 building tonight in 0.501, and I'm certainly not level 1 anymore, so it is at least still possible to find them below your level. |

I found a book in a level 3 library at level 6 in 0.500, so it doesn't seem to be impossible, at least. |
