BTW, for status effect purposes:
As long as you're using up-to-date units with up-to-date weapons, most enemies die in between 2-4 hits. A 5-hit or even 6-hit enemy is rare, but they do turn up from time to time... although they can very often be whittled down to 4 by splash damage.
Let's imagine a status effect that makes a target more susceptible to damage. How powerful does this have to be to not suck?
We'll pretend our attacker does 100 damage. Enemies (2-4 hits to kill) have 200-400 HP.
If the target has 200 HP, spending one turn to apply the status effect and then one turn to kill them is a wash. You'd never use the status effect on that target.
If the target has 300 HP, you need to go from "three ME to kill" to "two ME to kill" - one to apply the status effect, one to 1-shot the target. In other words, you need to triple the damage dealt.
If the target has 400 HP, you want to apply the status effect, then fire two shots for 200 damage each, killing the target in 3 ME rather than four. So doubling the damage would be good enough.

A status effect that doubles the damage a target takes sounds really powerful on paper, but with such high lethality, it's only situationally better than just firing an extra shot.

Now, if the status effect is applied in an AoE, or if it costs resources other than ME and AP to use, it becomes better.

So, ultimately, have one cool gun that gives 3x bonus to distracted enemies, and one weaker gun which causes distraction.
