| Description | I can't seem to interact with these guys, other than by killing them or using morale attacks. If I end turn, they disappear. Why are they highlighted? They just seem to be the City doing City stuff, not anything I need to care about more than any other PoI guard. I think they're Key NPCs, which means this issue is related to the same issue for the Military Carrier (linked) | ||||
