Summary0028708: contemplation is blocked by engineering
DescriptionSee the screenshot below for an example. If I try to contemplate my unit just goes to assist the construction instead. I think contemplation should have a higher priority here, and if I want the engineering I can just turn contemplation off.

* In the event that there is something else to do at a building (most notably contemplate or investigate), structural engineering will not block your units from doing that thing.
