Summary0028335: Graphical - Building highlight showcasing available buildings doesn't transition to map mode properly
DescriptionDescription:
When attempting to build a building that requires a human building as a base all available buildings will highlight with the blue outline.
When transitioning to map mode while trying to build one of the aforementioned buildings the outline will appear only beneath the current position of the camera and it's span will be affected by the camera angle.
Additionally this is inconsistent with how a similar outline worked during prologue with search seed investigation highlight.

Steps to Reproduce:
1. Unlock a building that requires a human building as a base (e.g. Bunker or Android Chamber)
2. Choose any of the affected structures to build
3. Press Tab to enter map mode
4. Observe that the highlight no longer showcases all of the visible and available locations

This was done for performance reasons on older hardware, but I should make a slider in the performance section that lets this go notably more far out.

* Hovering over the icons for embedded structures that go in human buildings now highlights properly without you having to click into them.
** Additionally, it now shows all of the buildings in the entire city when you're on map view, rather than just those that are closer to the camera.
** In general, it now pre-calculates the list of valid buildings on a background thread, rather than having to do it every frame, so this sort of thing becomes possible. I thought this was going to be a nice-to-have, but it turns out I really need this as it stands for Bauxite mining, like right away.
