Unfortunately, the cow is optional, and so people could skip the cruiser. They would then also wind up not having armor piecing at all. There's also a really substantial amount of value placed on that level of clean water in this society. It's more valuable than meat, actually, because groundwater and rainwater is heavily contaminated. So there are multiple grades of clean water that won't kill people, and it's one of the more highly-prized things in the city. Meat is a luxury, but the highly-cleaned water is both a luxury AND a major health concern, so it's a much more contested resource. |
