The heart of this one actually seems to be that some shell company services are adding negative people somehow. |

Looks like a duplicate of 0027809 and should be fixed for the next version. I did find another exception in the log related to CohortEncounterSpawnManager and CityStoryState flags. Threw some null-resolution in there for that too (it shouldn't have, but sometimes things go weird). |
