DescriptionIt gave the message, it briefly showed the keycard icon on the bottom right, but the keycard count remained at 0.

Maybe related (I hesitate to create a new report): in 1.009, I picked Keyprentice on 2 occasions (both time with the Flame Tank, if it is of any incidence) and was awarded 4 keys instead of the 5 advertised.
I created a save file in case you need it, though since it was saved after the skill picking, and might not be very useful.

Hmm, strange. I have an idea of what may have caused it, however as it currently stands, testing them didn't cause the issue (I tested with a few mechs, although technically it shouldn't matter which). I'll collaborate on it with some others and see what we can do.

It originally happened to me with a Redshift. I just remember it because I had 0 keys and after I picked Keprentice I still had 0 keys, even though the icon for "key" briefly appeared in the lower right.

I even thought that maybe it's an error with display and it gave the keys without updating the count on the gui, but no, I couldn't open a door.

Happened again, this time I took screenshots. They show the status before, during and after.

Note how I have 2 keys (with Redshift again), then I pick Keyprentice, and the bottom right icon shows a gain of +0 (!) keys, and right after I still have 2 keys even though it shows the Keyprentice in the inventory.

To make a bug report save:
While in a run
Pause menu -> save game for bug report (top most option/ it's darkened but the button works).

In your save games folder there is a folder named "forbugreports" and it will be in there.

I can confirm that I took the Keymaster perk today with Redshift in version 1.010, and got 1 key instead of "+20 keys".

For 1.013:

* Added EffectType.ChangeCurrentInventory
** instantly changes the player's inventory of (related_item) by (magnitude) according to (math, default Add)
** normally EntityModifierType.InventoryChangePerSecond takes care of any need for this, but when you want to add an exact amount (like with the probation rewards) this avoids that modifier's imprecision.
** it's now used instead of InventoryChangePerSecond for those cases
