Summary0001770: Spire civilian leaders
DescriptionThe spire civilian leader structures have only 200K HP, meaning anything can essentially come along and destroy it, rendering your attempts to capture the planet and structure rather pointless and humiliating.

I'm strongly against the idea that these structures can be destroyed by the AI, as then it's a question of 'why have these on at all,' and thus which is why I would value having them permanently cloaked after capture than in opposed to increasing their HP and survivability.

They definitely need to be destroyable by the AI. But:

* The spire civilian leaders now have 600k health instead of 200k.
