Is it intended that enclaves should be able to use a single wormhole and the transit time between to act as a safe haven from being hunted down and killed?

I had a fleet parked at both ends of the wormhole, but the enclave was popping back and forth between X and Y quickly enough that neither fleet ever even started shooting, though both fleets were well within range. The enclave would pop back and forth for a minute or two, then when it had enough build points, unleash a wave of younglings that were the fleets not there to handle them, would have done serious damage to the system. The fleet on either side would mop up the younglings, and the cycle would continue. The enclave ship itself was effectively invulnerable. On the times that it stayed out long enough to drop the load of younglings, I'd get to beat on it for a few seconds, but it regenerated all the damage done when it went back to doing the wormhole shuffle.

Anyone seeing this on the more recent ones? Ships shouldn't retreat for 30 seconds after entering a planet, so this really should not happen.

They don't actually use the formal "retreat" logic you're thinking of, they're controlled by some special logic I wrote. But I found one pretty big bug in the special "retreat" logic in there several versions ago and fixed it, I doubt this specific error is still happening.
