Summary	0001366: Add auto FRD behavior to rally posts
Description	It would be nice to have units that gather at an FRD'ed rally post (your own or allied, if rally to allied posts is not turned off) FRD'ed on any world. Currently one can set military to auto FRD on one's own planets and manufacture auto FRD'ed military units by placing the constructor's gather point in FRD mode but the rally post thing would be helpful in other cases.
