| Description | Description: When loading a save with lower progression the categories that don't have any buildings will show as if they're unlocked because "delete structure" button will be generated for them and considered a valid option. Steps to Reproduce: 1. Load Save A 2. Open build menu 3. Load Save B 4. Open build menu 5. Observe that all categories appear to be unlocked but most of them are empty except for the delete structure button | ||||
