This was originally by design, but I don't know if I want to keep that. It notes this is the case in the extended tooltip, I think.

The idea was to make using transports more effective.

I expected movement to always cost energy so it felt a little out of place. I haven't really used transports enough to say whether I think it's too powerful or not. As long as you can't use it to cheese battles it's probably fine?

I'll leave this open for now. In general, transports run the risk of being too much of a hassle to use, except for things like stealth insertions or whatnot. And that might be okay, but I dunno. I'm on the fence for now, so I'm just going to leave this open, and we'll see how it goes.

* Getting into a vehicle (by selecting a unit and right-clicking the vehicle) now costs the exact same amount of actions points (1), and mental energy (1 + sprint cost) that it would take to physically move there.
** The lack of that cost was meant to make transports more attractive, but it wound up just feeling very odd.
