Summary0009455: energy buffer prevents construction of 0 energy items
Descriptionnotably cant build modules on champion becausee of buffer also cant build buildings that would go under buffer or manual build item under buffer. notably the buffer is there to make sure we could manually place these items it would be nice that it not prevent us manually forcing the energy under the buffer. i understand that may need a secondary check to prevent the enregy from going negative which i am guessing is how the buffer is currently coded is it adjusts the 0 energy level.

things like spire colony that dont check energy levels are not blocked by energy balance.

now just low power and no energy buffer. the shield on command ship refuses to rebuild. my guess is its testing the energy cost of the ship vs available power and that is incorrectly denying the rebuild of module. anyway attached a save in new situation as well.

The buffer is there to prevent you from going under a certain energy level (even manually) so that you don't get a brownout if a reactor gets blown up.

That said, for 5.090:

* Fixed several bugs that were preventing champions (and their assisting engineers) from building modules while the controlling player's energy was negative.
** Normally this would be fine, but since champions are supposed to function as independent players, no player's energy budget should impact them directly.
** This also fixes some issues where 0-energy things could not be built during negative energy.
