Summary0008942: Remains Rebuilders should prioritize Command Center remains
DescriptionIt seems unintuitive to me that Remains Rebuilders sent into a totally destroyed system seem to start rebuilding whatever was closest to the wormhole they entered from. Explicitly telling the rebuilder to rebuild the Command Center works just fine, but I am wondering when the player's intention would be to save the Command Center remains for later?

(Although for the record, having Command Centers leave remains is really really nice. :) )

For 6.007:

* Command Station rebuilding behavior:
** Now when the stall timer is running because the previous human station on the planet was destroyed, the remains rebuilders cannot do anything with the command station remains until the stall timer is up.
** Once the stall timer is over, Remains Rebuilders looking for something new to rebuild will give command station remains absolute priority.
** The stall timer on non-military command stations from 4 minutes => 2 minutes (military ones still get 1 minute).
