Summary0004579: Spell damage not reduced against high level opponents
DescriptionStarted a new character, jumped straight into a level 10 region to see how harsh the level scaling was in practice, and found I could one-shot everything.

I'm using Ball Lightning with 968 Magic Attack and dealing my full 6,008 damage to the mobs.

Spell damage is not increased against lower level opponents either. Just entered a level 1 region with my level 61 character, and mobs were taking 5 shots with a low level spell.

Spell used was Ball Lightning 3 with 968 Magic Attack. Was doing my listed 969 damage each hit.

Very strange, in this particular scenario I noticed my Launch Rock 1 spell at level 5 is insta-killing level 15 skelebots.

Meanwhile, with the same spell, at level 5, I need two of these spells to kill a level 1 skelebot.

It almost seems like damage against higher level mobs gets increased, when it should be decreased, and damage against lower level mobs gets decreased, when it should be increased.

Aha. Investigating PaxTechnomancer's issue shows that monster HP are scaling in the wrong direction. A Skelebot 9 levels above me had 972 HP. While an equal level Skelebot had 2,976 HP.

I'll make another issue for that as well, since I'm awake.

* In the prior version, monster health scaling was backwards by relative level. So monsters that were higher-level than you had a lot less health than those lower-tier than you.
** Too much testing of the same-tier values on my part -- whoops!
