Summary0000451: Repair rate is incredibly fast
DescriptionI think this change came with the newest touch to repair rates and what not. A single Mark II engineer will repair ANY ship to full in less than half a second. I've had this happen consistently in my latest games. No matter how damaged the ship is, it goes to full almost instantly after the engineer "touches" it.

* In the last few versions, the repair rate for ships was running approximately 20x too fast (but with the correct cost-per-second). Fixed.
