Yeah, I guess it's because human ships are supposed not to open fire on those things before they're angered.

The AI ships (that are not core) will (should, must?) die when near a Devourer so angering them wont (shouldn't) hurt the player in the least.

* Minor factions now shoot low-power ships without prejudice, which means that devourer golems actually will devourer more again.
