Doing some testing locally, it appears that planets that has influence on (i.e. no AI command station and has economic structures on it) will also prevent deep-stirke.

So, if you want to prevent deep-strike without needing a human empire to take a planet, then you'll need to destroy *some* command stations, and clear enough of a path that the DZ economic ships will choose to path to those planets without a command station.

So when I load this save, I see that the Dark Zenith ships have gone into deepstrike distance from a player controlled planet. Their ships count as player ships.
