Summary	0027052: Acquired Necromancer "Homes" should always be visible on the sidebar
Description	Certain Necromancer structures require a minimum mark to be built by a Necropolis. Currently, if a Necropolis is below the mark threshold, the home doesn't appear on the sidebar I suspect new players are going to be very confused about why these structures are appearing after they hacked them. I think it would be better to have these appear always, just prompt the player that they need to upgrade their necropolis for these to work This helps train them to upgrade their necropoloeis
