Summary0002614: SC Penetrators health too high
DescriptionIn the game attached to 0002612, I was able to attack the second AI homeworld (8 hops from my nearest planet, including multiple MK IV worlds) with SC Penetrators and have even MK I ones come back successfully.
Them being able to strike deep in AI territory is a nice feature, however I think they could do with half or even 1/3rd the health.

Spirecraft Penetrator balance:

    * Mark I moved from pysite to xampite. Mark II moved to ebonite, and now produce two per asteroid. All the other marks not moved around.
    * Penetrator health reduced 8x.
    * Penetrator perma-cloaking replaced with normal cloaking.
