Summary0025959: Interplanetary Weapon 2: The Time Stopper (DLC1)
DescriptionA new capturable that seeds in the galaxy that you can hack to acquire. Capturing the planet it is on doesn't capture it.

The Time Stopper is perma-cloaked, and works a lot like a warhead. Enemies cannot see or target it. There's only one of these per map seeded, ever.

This may only be activated on a planet that is at least 4 hops from an enemy homeworld, and this works kind of like a warhead in that you scrap it to activate it. However, when it is scrapped it immediately spawns a copy of itself, so you can use this multiple times.

When this is set off, it increases AIP by 10 and immediately does the equivalent of an EMP blast on its own planet and all adjacent planets. This lasts for 60 seconds. It affects your units and enemy units, so it's mainly a way to get your fleet back to help something in time.

It stuns all units, except heroic ones and mark 7 ones, for 60 seconds. Friendly and enemy.

* time_stop_current_and_adjacent_planets_on_death="true" has been added to support The Time Stopper interplanetary weapon in DLC1.
** This basically does an EMP blast that lasts for 60 seconds, paralyzing everything friend and foe that is not mark 7. It's a great way to soften up an enemy before attack, if you're a bit back.
** The Time Stopper costs 10 AIP to detonate, but I decided against actually implementing any restrictions on where you can detonate it (since using it on core worlds and home worlds is probably of limited use anyhow, since they are mostly mark 7 units).
