|Description||Could we have a galatic cap for spy, instead of a planetary one?|
Currently if you station swap, the spies you built disappear and it forces you to rebuild your spy network everytime (assuming you don't forget).
A galatic cap means you could leave 2-4 spies unbuilt and swapping wouldn't kill the existing ones.
Maybe a galatic map indication of where a spy "blew up" would be good, to put spy back easier when they're scrapped in such a way.

||I can do something like this a bit later, but it's actually a more substantial change than you might think. I'll need to add several new mechanics to make that work.|
