Hacking seems a bit out of balance right now; I feel like this resource should be shared (as AIP), which should simplify any future balancing of this mechanic and completely avoid issues such as this one. This would also translate into:
Q: How many players hack a structure?
A: Just one, then it's gone. In case of science and outguard hacks, the benefits should be shared, otherwise the hacker should keep the spoils.

Oooh, I think this would be contentious to do right now, under the assumption it'll give inertia to a whole sweeping of balance-related things. I'm personally on the side of making all hack structures that only reward one person hackable by all, and the others to give hacking response boost to everyone. I think it's too early to call either way right now, what with kind of key cooperation features absent.

@ParadoxSong I agree that it's too early to resolve the whole hacking topic at this stage. My general idea of the proposed "global hacking" is to make all results shared in some way, thus making a single hack sufficient and simplifying things. Examples:
- Ship line: Hacking player gets it. Can gift it to ally (feature currently missing, however mentioned on wiki as desirable for the future). This makes the result stay inside the human team - shared.
- Double ship line cap: Boosting a line again stays in the team - boosted ship line can be gifted to allies
- Convert ARS/whatever to science: Can easily give science to all players with a single hack
- Outguard beacon: Entire team gets the option to call the outguard, with a shared limit (all players calling the same outguard afterall)
- Grant tech (technology vault): This is a bit troublesome, but I guess all players can get the tech? This is the only hacking item that doesn't seem to work well globally. Possibly give each player a chance to get the tech or science after hack?

One of the benefits of shared hacking points would be a much greater similarity of the mechanic compared to single player. But, as you said, it's still a bit early to call which system would be better, so I'm just leaving this description as something to discuss.

This is currently working as designed, but yeah we will see if modifying it is a necessary balance change.

If other players have done a ton of hacking but I haven't, it might feel really bad for my first hack to be brutally difficulty

* In multiplayer, hacks that increase in cost for every attempt now use the hacking history of all players, not just whoever is doing the hack.
** Also new? If you failed the hack, it now doesn't count that against you, even in single-player.

THAT said, some of the hacks that increase in cost per time you do it are in the process of changing, so please don't fret. :)
