DescriptionWhere the ships in Free-Roaming will obey the order to load into the transports, ships in "Stop-to-Shoot" mode will not load until everything in their range is destroyed or the group behavior is turned off.

I think that whatever the mode, loading should take priority.

The mode is called "Stop to shoot" for a reason. I think overriding it "sometimes" might actually be more confusing for people.

Not sometimes, just during the load order. I am more confused by the ships not loading when I tell them to, since it usualy means I want to move fast. You can also exploit the 3x loading speed with the way Stop to Shoot works simply by unloading your fleet at one end, wait for the transport to be far away and then use loading. Ships will then have 3x speed and attack everything until the path to the transport is clear. Makes cleaning up easy planets faster.
