For the save, just look at the warden fleet ships and some will have the "cannot claim because you need x energy"

Keep in mind that Friendly AI exists to facilitate sandbox mode. It's not actually intended to be a playable game mode beyond that....

It turns out this was a tooltip bug which I wound up fixing a while ago, and didn't make the connection to this mantis report until now.
