Oh and Penguin, I got the bug to happen again where I thought guardians were stacked. The warden fleet attacked my Arc at the beginning of the game, and it had a spider guardian with +20 under it. I moused over it, and it had 21 drones inside it?
The warden fleet is not being initialized properly, carrier drones are being placed in the wrong guardians. It functions properly as the wardens are reinforced though.

A note about my saves in case you're confused, I modified the XML to let the AI use the three base ship types, and to add the AI shield generator to the BasicTurretDrawBag, nothing about the wardens or the guardians are changed.

Ah, it's not holding drones. Guardians can bring along normal fleetships inside themselves - Guard Posts can as well. It's kind of just a...housekeeping thing, I think? I've never heard the actual reasoning behind it, but that Guardian is just doing what they normally do sometimes. If it's drones, it says drones specifically in the description.
I don't recall seeing that behaviour often though.
