Summary 0021499: Highlighting wave target on mouse hover, just like hacks

Description Mouse hovering over hack notifications in the galaxy map will show the player where this hack is taking place, by darkening all planets expect the planet in question. This also occurs for the yellow caution sign indicating enemy ships on player planets.

This does *not* occur for wave notifications. [EDIT: this also does not occur for usurper wave.] Would I would like to see is two planets being highlighted, the target of the wave, and the planet holding the warpgate responsible.

Here is a save with ongoing hacks, AI incursions and a wave notification.
