DescriptionThe All Seeing Eye responds to all incursions: Whenever human forces outnumber the AI forces on any of the AI's planets (1:1, not the usual 2:1) the ASE spawns units at the border of the gravity well. These units act as special forces so the ASE doesn't crush the humans too easily but large attacks will always have to deal with a wall of defenders closing in and a growing contingent of special forces.

If performance is an issue the ASE may need to start recycling SF units once they exceed, say, 2x the regular cap.
