Summary0009860: Perimeter lockdown warhead
DescriptionThe lockdown warhead, when triggered, disables all wormholes on AI planets for a set duration. It also jams the warp grid, forcing all waves to spawn at the nearest (or a random?) exogalactic wormhole and join the threatfleet right away. Its purpose is to allow the humans to rebuild and regroup while halting the AI advance. Waves that are avoided via lockdown will likely crash into human territory together. Obviously the backdoor hacker would be able to make those waves appear on your homeworld instead. Human fleets that are in AI territory while the lockdown is engaged are stranded.

The lockdown effect interferes with intergalactic communication so the exogalactic transceiver countdown will stall while the lockdown is in effect. The transceiver is also the reason I don't think single-planet lockdowns (triggered by the player, at least) could work, if the player could lock his whipping boy down without affecting the countdown that would be too easy.

Obviously the lockdown creates a significant boost of AIP, it's a desperation measure for cases where you absolutely cannot stop the AI from doing irreversible harm to your mission.

In turn the AI gets a lockdown guardian, if the player's forces possess a firepower equal or greater than the AI's in the same system the guardian detonates and locks that one system down for a while. This would usually happen during a fleet transit, isolating a part of the fleet and allowing the AI to divide and conquer the human forces. Shooting the guardian does not trigger the lockdown.

If you can't tell, the inspiration are the crystalmen from FTL.
