Summary0019397: Ships with cloak never decloak from firing
DescriptionHere is a save game. Load it and go to Bresenham.

You will find one cloaked space plane of mine and a bunch of AI ships. If you mouseover the Space Plane you will see that the cloak strength remaining never seems to go below 115K or so, which means it never gets decloaked even though it is firing.

In TachyonPlanning.cs, it looks like we allow our Cloak to recover as soon as there are no Tachyon emitters on a planet. So if a stealthed ship is in combat on a planet without tachyon emitters, it may never decloak (it's taking tachyon damage from firing, but it's also regenerating cloak all the time).

For 0.707:

* Ships that have taken "cloaking damage" from firing are now subject to the normal delay before they can regenerate any cloaking points.
** They also take cloaking damage proportional to their max cloak, not their current (that makes sense when there's an enemy tachyon to reveal them, but it's too harsh if there's no such).
